Infrastructure reliability as a health systems intervention

This Overview tab explains why the pilot exists before users enter the detailed operational views. It frames health facility electrification as a reliability, maintenance, payment, and trust problem rather than a simple equipment-installation problem.

The problem

Nominal electrification does not guarantee clinical reliability.

Facilities may be connected to a grid, micro-hydro source, solar system, or generator and still face outages, unstable voltage, insufficient capacity, and poor maintenance. The dashboard therefore starts from service reliability for critical loads, not from whether a facility is simply marked electrified.

The solution

Protect critical circuits and monitor what happens over time.

The intervention combined modular solar PV and battery systems, circuit-level rewiring, selected biomedical equipment, remote telemetry, local maintenance coordination, and facility service payments through an Energy-as-a-Service model.

What is different now

The dashboard links performance evidence to action.

Power quality, outages, energy consumption, DHIS2 reporting, maintenance events, facility context, and repayment records are visible together. This makes the platform a trust layer for payment, subsidy, and future results-based financing decisions.

Six intervention facilities are represented in the current platform. Matched controls are part of the accompanying manuscript and should not be read as current dashboard telemetry.

Evidence for Payment Triggers

The key design principle is that payment triggers should not be a black box. Users need to see what was measured, what was inferred, what is missing, and which party is expected to act on the evidence. The current score remains exploratory until its denominator and exclusions are approved.

Technical performance

High-frequency telemetry records uptime, voltage and frequency quality, outage duration, photovoltaic generation, telemetry coverage, and critical-circuit energy use.

Health service context

Facility type, ward mix, critical loads, oxygen, sterilization, cold chain, maternity, surgery, emergency care, and DHIS2 reporting quality explain why reliability matters.

Payment, subsidy, results-based financing, and digital MRV logic

Evidence can be matched to monthly service commitments, maintenance obligations, facility or district payment routes, subsidy shares, results-based financing rules, and digital monitoring, reporting, and verification claims.

Trust record

The dashboard should preserve the status of each claim: verified, estimated, missing, excluded because of conflict or telecom disruption, or requiring reconciliation.
